If you live out of state and you can’t afford the extra fees for UPS/FedEx or you don’t have a credit card, it’s all done by mail.

It’s another facet of the “starve the beast” tactics of the right — force it into a crisis, a rough equivalent of bankruptcy, and then they can void contracts and bust the union.
