URGENT UPDATE, September 16:

I’ve spoken with a QCC faculty member who has confirmed the report below and added important new details on crucial elements of the story, including the vote count from the faculty meeting, the nature of the administration’s threats, and the department’s plans for the future.

This is an astounding story.

On Wednesday the English department at Queensborough Community College voted not to adopt a policy of the City University of New York to reduce composition course credits from four to three. In so doing, they rejected the CUNY Pathways initiative, a proposal for streamlining and centralizing CUNY curricula which many faculty regard as antithetical to students’ needs.

Administrators didn’t like this. And in fact they disliked it so much that Queensborough announced two days later that they’re dismantling the QCC English department in retaliation.

In an email sent to the department chair yesterday QCC Interim Vice President for Academic Affairs Karen Steele announced that because the English department insists on granting four credits for composition courses, those courses will no longer be offered by the college and QCC students will be sent to other CUNY campuses to fulfill their composition requirements. Since composition represents such a significant portion of the department’s offerings, moreover,

  • All searches to fill full-time positions in the department will be cancelled.
  • All English department adjuncts at Queensborough will be fired.
  • And the appointments of all current full-time faculty in the department will be “subject to ability to pay and Fall ’13 enrollment in department courses.”

When I first read this, I assumed that there must be some spin involved — surely the administration wouldn’t be so brazen as to explicitly state that they were prepared to essentially eliminate a college’s English department over a credit-hour dispute.

But they are. It’s all there in black and white. (PSC, the CUNY faculty union, is filing a labor grievance, threatening a federal lawsuit, and urging the department to stand strong.)

Horrifying.

Update: It’s worth underscoring one element of this that I mentioned only in passing in the original post.

CUNY community college students are pretty much the definition of “at risk.” They’re disproportionately returning students, first-generation students, the working poor, English language learners, recent immigrants, parents, caregivers. If you make them leave their home campus for one of their foundational courses, a significant proportion just won’t make it through that hoop. And when you knock a CUNY student out of college, there’s a good chance they’re never coming back.

So what’s happening here is that the QCC administration is announcing a plan of action — and again, this isn’t phrased as a threat, it’s presented as a done deal — which will have the effect of dumping some of the college’s most endangered students out of CUNY as collateral damage in a curricular turf war. It’s truly reprehensible.

Second Update: I’ve just been over to the Queensborough website for a little digging.

From what I can see, 175 of the English department’s 206 sections this semester are in composition, which means that the administration is planning to eliminate nearly 85% of the of the department’s current offerings. Given that English has a total of 26 full-time faculty listed on its departmental page, and given that the full-time CUNY community college courseload for three-credit courses is 4/5, the elimination of composition would mean the firing of nearly three-quarters of the department’s full-time faculty even after the termination of all part-timers.

Third Update: Earlier this evening, in response to some skepticism about this post, I put together an update going through the email message posted at the PSC website and explaining how it backs up what I reported above. In it, I addressed the possibility that the QCC email was fraudulent.

I’ve taken that update down and replaced it with this one because I’ve just had communication with a QCC faculty member confirming the validity of the email posted at the PSC website and the accuracy of my description of its contents. This is real, and if anything the full story is even worse than what’s been reported so far.

I’m going to bed now, but I’ll have much more in the morning.

Fifth Update, September 16: Again, there’s much more information at this new post, including inside news from last week’s faculty meeting and more on the department’s plans for the future.

Harvard University announced yesterday that it is investigating more than a hundred students in a single section of an introductory Poli Sci course on suspicion of cheating on an open-book final exam. When the news broke I tweeted my suspicion that the structure of the final might have contributed to the temptation to cheat, and a new article in the Harvard Crimson appears to confirm my suspicion.

The final exam in professor Matthew Platt’s “Introduction to Congress” course was designated as “completely open-book, open-notes, open internet,” but students were warned “not [to] discuss the exam with others,” including their fellow students, tutors or anybody else.

The test included what the Crimson describes as “three multi-part short answer questions,” questions that one anonymous student — who is not suspected of cheating — described as “find the answer and basically say why this is the way it is.” Students were apparently confused by at least two of these questions, with one writing in a course evaluation that more than a dozen had descended en masse on a teaching assistant’s office on the day the assignment was due:

“Almost all of [us] had been awake the entire night, and none of us could figure out what an entire question (worth 20% of the grade) was asking,” that student said. “On top of this, one of the questions asked us about a term that had never been defined in any of our readings and had not been properly defined in class, so the TF had to give us a definition to use for the question.”

The professor’s own office hours that day were canceled on minimal notice.

Students have an ethical obligation not to cheat, of course. But faculty also have an obligation not to create situations in which cheating is likely to occur. To give an “open internet” take-home exam in which any conversation with your classmates is defined as “cheating” is — even in the best of circumstances — to establish a context in which some cheating is all but inevitable, and virtually impossible to detect. When you declare behavior that you can’t police, behavior that may be entirely benign, to be cheating, you erase the bright-line distinction between proper and improper behavior that is essential to academic integrity. And when you craft a take-home test that’s potentially confusing and deny students any licit mechanism for resolving their confusion, you place students in an entirely untenable position.

 

Last fall a student at the University of Pittsburgh’s Pitt-Johnstown campus was banned from the men’s locker room at the university gym. The student, Seamus Johnston, is listed as female in the university’s records, but has been living as a man for three years and carries a driver’s license identifying him as male. When Johnston refused to comply with the ban, he was brought up on campus disciplinary charges and arrested for disorderly conduct.

In February the Pitt Anti-Discriminatory Policies Committee (APDC) issued a unanimous ruling opposing Johnston’s ban and calling on Pitt to craft clear policies on the use of bathrooms and locker rooms. Those new policies, announced last month, require all Pitt students, faculty, and staff to use bathrooms and locker facilities consistent with the gender assigned on their birth certificates.

This policy puts many transgender members of the Pitt community in an extremely difficult — and potentially dangerous — position.

By state law, Pennsylvanians may receive a driver’s license bearing a gender other than that assigned at birth on presentation of a reference from a doctor or counselor specializing in transgender issues. The federal government has issued passports on the basis of similar documentation since 2010. And the NCAA allows transgender athletes to play on teams reflecting their gender identity after one year of hormone treatment. But Pennsylvania state law mandates gender reassignment surgery before amending a birth certificate.

Under Pitt’s new policy, then, a student enrolled in college as a woman, listed as a woman on her driver’s license and passport, playing women’s sports for Pitt or a visiting team, would be barred from changing into her uniform with her teammates if her birth certificate did not declare her to be female.

And some states — including Ohio, Pennsylvania’s neighbor to the west — do not permit amendment of birth certificates for any reason.

The whole situation is a huge mess. Students, who were not consulted on the ruling and have not yet been provided with it in written form, are up in arms. Transgender faculty have announced that they will defy the ban. And the chair of the city of Pittsburgh’s Commission on Human Relations believes that the ban is a violation of city law. Pitt’s student newspaper lambasted the “bizarre,” “despicably self-serving” way in which the decision was made and announced, saying the decision showed “the University’s blatant disregard for its transgender students” and for the student body as a whole.

University officials are refusing to comment.

Update | I want to say a little more about this.

Until now, Pitt’s policy on gender and bathroom/locker-room use has been to address the issue on a “case-by-case” basis. That can mean a lot of things, of course, and it has the big drawback of not providing trans folks with reliable, predictable institutional backup, but as an approach — at least in the abstract — it has the virtue of recognizing that the relevant questions here are questions of interpersonal dynamics, not taxonomic order.

If you think about it for even a moment, the reason why the Pennsylvania DMV and the State Department have issued progressive policies on gender and ID becomes obvious: The point of identification is to identify you cleanly and clearly. If you consistently present as a man, and your driver’s license or your passport identifies you as a woman, that’s going to cause all sorts of problems — not just for you, but for police, bureaucracies, businesses, everybody. The vast majority of the time a person is out in the world, nobody has any reason to know or care about their biological sex. It’s just not relevant.

And it’s no more relevant in the bathroom than it is at the airport or in a traffic stop.

The DMV and the State Department have both come to terms with the fact that prescriptive, mechanistic policing and enforcement aren’t viable responses to the lived realities of gender expression in 21st century America. Here’s hoping Pitt figures that out sooner rather than later.

Video has surfaced from a speech President Obama gave at a campus rally in 1990, the first of a series of videos that conservative activist Andrew Breitbart claimed would reveal the president’s true radicalism to the American people.

Only a little over a minute of the speech has appeared so far, but Breitbart’s website promises “additional footage that has been hidden by Obama’s allies in the mainstream media and academia” is yet to come.

In today’s video, Obama — then a 29-year-old Harvard law student — is seen introducing Harvard professor Derrick Bell, who had taken an unpaid leave from the law school to protest the absence of women of color from its tenured faculty ranks. Bell, who had been a prominent civil rights lawyer in the 1960s, was the school’s first black tenured professor and a prominent scholar in the field of critical race theory.

Here’s the clip, followed by a transcript and a bit more background.


Obama:

“And I remember that the black law students had organized an orientation for the first year students. And one of the persons who spoke at that orientation was Professor Bell. And I remember him sauntering up to the front, and not giving us a lecture but engaging us in a conversation. And speaking the truth, and telling us that he [cut] to learn of this place that I’ve carried with me ever since. Now how did this one man do all this? How has he accomplished all this? He hasn’t done it simply by his good looks and easy charm, although he has both in ample measure. He hasn’t done it simply because of the excellence of his scholarship, although his scholarship has opened up new vistas and new horizons, and changed the standards of what legal writing is about. [cut] Open up your hearts and your minds to the words of Professor Derrick Bell.”

In a February 9 speech Breitbart, who died unexpectedly on March 1, said that he was going to “vet” the president with videos “from his college days to show you why racial division and class warfare are central to what hope and change was sold in 2008. The videos are going to come out, the narrative is going to come out.”

After alluding to Obama’s relationship with “silver ponytails” like former Weather Underground leaders Bernardine Dorhn and Bill Ayers, Breitbart said that when Obama was at Harvard “he was advocating for the worst of the worst to join the faculty. Radicals. Radicals at Beiruit on the Charles.” (If Breitbart’s “worst of the worst” reference was to Professor Bell, he was taking some liberties with the timeline — Bell was hired by Harvard in 1969, when Obama was seven years old. He was tenured there in 1971, left in 1980, and returned in 1986, two years before Obama enrolled.)

All should be revealed soon, however, as the Breitbart people say they’ll play the “full tape” on Sean Hannity’s Fox News show tonight. I’ll be watching, and I’ll update this post if anything interesting turns up.

Update | PBS’s Frontline website has posted what it says is the “full archived tape” of the speech as recorded and edited by local affiliate WBGH in 1990. Though no additional portions of Obama’s speech appear on that tape, which consists of 4-minute report on Bell’s withdrawal from teaching and an additional seven minutes of raw clips from the protest, Frontline says “no other footage of the event exists at WGBH.” Excerpts from the tape appeared in a Frontline documentary on Obama in 2008, and have been available online ever since.

Second Update | The Breitbart site has posted its first purported evidence of what they call Bell’s “radical … bizarre … racialist, antisemitic” views, a short story he wrote called “Space Traders.” (You can read that story and judge it for yourself here.) Unfortunately for their attempt to tar Obama with the contents of that story, however, it was published in October 1993, some three years after Obama’s Harvard speech.

Third Update | One amusing moment from the WBGH tape: Professor Bell is seen at 8:52 noting that while he himself relied on a written outline for his address, “the student” — future president Obama — “delivered a mighty address without notes.” Given Breitbart’s fondness for making teleprompter jokes at Obama’s expense, that one’s got to sting a little.

Fourth Update | Unsurprisingly, the Breitbart gloss on Bell’s short story, “Space Traders,” as antisemitic is unwarranted. In the story, a sci-fi allegory which imagines space aliens offering the United States untold wealth in exchange for its black citizenry, a group of Jews object to the trade. The Breitbart site quotes an op-ed by a federal judge as saying that in the story, the Jews are motivated not by “empathy from another group that has suffered oppression” but “instead” by fear “that ‘in the absence of blacks, Jews could become the scapegoats.'”

But this is a tendentious misreading of Bell, who describes the Jewish leaders as denouncing “America’s version of the Final Solution to its race problem” and promising to disrupt it by ” all possible nonviolent means” if necessary, including by hiding black families in their own homes “until the nation returns to its senses.” Jewish concern that they could become scapegoats should blacks disappear is offered by Bell as an additional fear, not as a true, duplicitous motivation, and it is a fear that Bell presents as justified in “a system so reliant on an identifiable group on whose heads less-well-off whites can discharge their hate and frustrations for societal disabilities about which they are unwilling to confront their leaders.”

Great writing? Maybe not. Subtle writing? Probably not. But antisemitic? Not that either.

Fifth Update | Okay, I watched Hannity. They found a two-second clip of Obama hugging Bell after introducing him at the rally, and a clip of Harvard professor Charles Ogletree joking that he hid that clip from the media during the 2008 campaign. That’s it. That’s the whole thing that they have.

The faculty of the University of California at Davis has condemned the use of police in response to non-violent student protests, but overwhelmingly rejected a resolution expressing no confidence in the chancellor whose deployment of police in such circumstances led to the use of pepper spray against campus activists last November.

About a thousand of the university’s 2,700 eligible faculty members voted online on three resolutions addressing the question of their confidence in Chancellor Linda Katehi’s leadership. They rejected a no-confidence resolution by a 697-312 margin, while approving two — one more critical than the other — that endorsed her continued leadership of the university.

The resolution which garnered the most votes among the faculty condemned “both the dispatch of police in response to non-violent protests and the use of excessive force that led to the deplorable pepper-spraying” and opposed “all violent police responses to non-violent protests on campus.” The deployment of police against student protesters, it said should only be “considered” after other “efforts to bridge differences” had been “exhausted,” and only in “direct consultation with the leadership of the Davis Division of the Academic Senate.”

It went on, however, to say that Katehi’s decision to deploy the police under inappropriate circumstances did not “outweigh” her “impeccable performance of all her other duties.” That resolution was approved 635 to 343.

A second resolution of support for Katehi, less critical than the first, passed by a narrower  586 to 408 margin. That resolution withheld direct criticism of the chancellor’s actions in connection with the pepper spray incident, which it described obliquely as “the horrific events of November 18, 2011.” Sidestepping the widespread criticism of Katehi’s orders to the police and her initial public embrace of their actions, it praised her for moving “expeditiously to to replace the flawed communications in the two days following the events with a campus-wide dialogue.”

The rejected resolution declared that the faculty “lack[ed] confidence” in the chancellor

“In light of the events on the quadrangle of the UC Davis campus on the afternoon of Friday November 18, 2011, in light of Chancellor Linda Katehi’s email to faculty of November 18 in which she admitted that she had ordered the police to take action against the students who were demonstrating on the quadrangle and said that she had had “no option” but to proceed in this way, and in light of the failure of Chancellor Katehi to act effectively to resolve the resulting crisis in the intervening days.”

The main takeaway from these series of votes is, of course, Katehi’s support among the faculty — or at least among the 65% of the 37% of the eligible faculty who voted for the most popular resolution. But it’s also worth noting that the most popular idea among all of those put forward in the three resolutions was the proposition that police force should not be used to break up nonviolent student protests.

Such a policy, if implemented, would represent a dramatic and welcome change from UC practice both before and after the November 18 pepper spray incident, and sustained faculty pressure would go a long way toward making such a policy a reality. Let’s hope that these resolutions represent a first step toward a more engaged  faculty commitment to civil liberties on campus, and to the well-being of their students.
